hmm, I dont know any artists... oh and you need four pieces of artwork to be scouted to the Art Portal.

Ah, you should've checked the NG Wiki, it's under the Community tab. Here's the art scout thing: http://ornery.newgrounds.com/news/post/388624/3 Just upload (at least) 4 of your best works. Scouted artists can browse non-scouted artists, and choose who should be scouted. Being scouted means your work will appear in the Art Portal, which is where your best works can be viewed... as for sketches and WIP's, you can upload them here, just don't tag them for the Portal.
